Legislative Bill Review
The bill review process, led by our Research Director, is done in a timely and efficient manner in order to be impactful on the legislative session. Our volunteer army of bill readers — members of the Tennessee Liberty Whip — are trained to read and analyze bills using our liberty rubric, ensuring selected bills are thoroughly evaluated.
Our impact publication, the Whip Bulletin, is sent to all members of the House and Senate, providing them with our “pro-liberty” or “anti-liberty” analysis of bills we have reviewed. This information is delivered in time to help them make informed decisions on how to vote.
We consider the following factors when reviewing bills:

Does the bill grow government, and if so, how is it funded? Growth in bureaucracy typically comes at the expense of taxpayers and this increases tyranny.

Are there any new taxes, increased taxes, or decreased taxes? We view all forms of taxation as theft and a burden on liberty.

Is the bill constitutional at either the state or federal level? Bills that infringe on constitutional privileges and natural rights of citizens should not be passed.

Does the bill genuinely serve the public good? While a bill may have good intentions, it is crucial to examine whether it undermines the liberties of people in practice.
We review bills across all areas of policy without restriction. This includes but is not limited to sectors such as finance, taxation, education, energy, health, welfare, labor, and agriculture.
